Any dispute as to whether an issue falls under the emergency rule will be settled by the Ombudsman. A quorum must be present at an emergency meeting in order for any motion passed in it to carry official council sanction. A quorum requires at least 2 officers and > 35% of the non-officers on the council. Council members are always free to take individual action based on discussions from such meetings in the absence of a quorum.
